I understand that Marine National Park Zones (MNP Zones) provide the highest protection in the Park and are areas where extractive activities such as fishing, trawling and mining are not permitted, but where public access and other recreational activities such as diving, boating and swimming are allowed.

MNP20 – Amity Point

Very important turtle and dugong area. Around 90% of Moreton Bay’s dugong population frequents this area. This area is highly under-represented and needs to be extended east to include of all of Amity Banks (to the western side of the Rainbow Channel), south to the Douglas light and north to include the Warragamba Bank, Rous Channel and Moreton Banks.

MNP21 – Myora Reef

The shape of this MNP is impractical and highly sensitive to edge effects around the anchorage. The area around the corals needs to be extended to buffer edge effect. Protection needs to be extended north to the Western Cardinal, taking in the anchorage. The area needs to be linked to MNP19 Wanga Wallen Banks.

MNP22 – Peel Island

Highly important area for inshore coral reefs. It needs to be extended to the South-West rocks and capture the corals in the south. It should be extended west to cover Lazaret gutter and south to Horseshoe Bay. The exclusion of Lazaret gutter goes against basic marine park planning principles and creates a large fishing edge effect.

Flinders reef has the highest coral diversity in the Marine Park therefore this zone needs to be extended and adequately protected in a MNP Zone.

The part of the conservation zone that covers Cape Moreton needs to be changed to a MNP Zone down to Cape Cliff to minimize edge effects.

The Conservation Zone that encompasses Manta Ray Bommies, off the north east of Pt Lookout, needs to be upgraded to a MNP Zone. This is the main aggregation and cleaning station for manta rays in Moreton Bay, and is also an important habitat for a variety of shark species and large fish, such as groper, sweet lips and snapper.

CPZ07 – Peel Island

I do not support this zone

Peel Island is an important inshore coral habitat and needs more protection in the face of climate change. The Yellow zone from Cucumber point to Horseshoe Bay needs to be made a MNP Zone, whilst the area in the Yellow zone to South West rocks also needs to be made into a MNP to ensure the corals are adequately protected. 

CPZ08 – Bird and Goat Islands

The Yellow zone that surrounds Bird and Goat islands needs to be changed to a MNP as this is an important coral community and shorebird roosting site.

The area extending from Flinders Reef MNP Zone to Smith Rock in the south needs to be included in the Flinders Reef MNP Zone to enhance the current MNP Zone and capture more reef.               The Eastern Banks within this Habitat Zone needs to be made into a MNP Zone. This area is recognised as one of the most important and healthy areas in the Bay and needs far more protection. The MNP Zone needs to include all of the Amity Banks (to the western side of rainbow channel), south to Douglas light, north to Warragamba bank, include Rous channel and the whole of Moreton Banks. This is a key turtle and dugong habitat with 90% of dugong sightings in Moreton Bay occurring in this area.

The habitat zone surrounding Waterloo Bay needs to be upgraded to an MNP Zone. Waterloo Bay is the only embayment on the western side of the Bay that supports corals, macro-algae and extensive healthy sea-grass beds.   The habitat zone surrounding Ormiston needs to also be made into an MNP Zone. It needs to encompass Empire Point, Hilliard’s Creek and the Geoff Skinner Wetlands. This is an important mangrove/inter-tidal area with relic reef and sea-grass beds. It is also an important dugong feeding habitat.

I support this Designated Area

The Rous Channel in between Amity Banks and Moreton Banks needs to be made a Go Slow zone. This area has a high number of dugongs and turtles that congregate here in low tide. At low tide this channel can drop to 2 metres in depth. It is therefore critical that boats are slowed in this area to minimize animal collisions. The Rainbow Channel, which stretches from Myora to Amity Point in this area is also very shallow. It needs to be included in a go slow zone.

DA02 - Turtle and dugong "Go slow" - Amity Banks
